Dear Colleagues,

We are pleased to present to you the Russian/CIS Energy & Mining Law Journal (RusEnergyLaw Jour- nal), the English language com- plement to Neft, Gaz i Pravo Journal, the latter being the first Russian journal dealing with mat- ters of law, regulation and invest- ment in the energy and mining sectors in Russia and the CIS.

The economic outlook for Russia and the CIS has improved dramatically. The energy sector in particular has driven this growth. In line with this favorable economic outlook there has been a marked increase in foreign investment activity in the energy and mining sectors of Russia and the republics of the former USSR. This is illustrated by the realization and progress of such large-scale projects as the Caspian Pipeline Consortium, Tengiz-Chevroil, Blue Stream pipeline, Sakhalin-1, Sakhalin-2 and the recently announced TNK-BP merger. A number of new oil, gas and mining projects involving foreign oil and gas service and mining companies are also in the works.

The Russian analogue of the RusEnergyLaw Journal, Neft, Gaz i Pravo Journal, has been published in Russia since 1995 and has become required reading for staying current on the most im- portant issues and developments in the energy and mining sectors in Russia and the CIS. In depth analysis, objectivity, frankness, and responsiveness are the principles that have guided us and that have enabled us to succeed in stimulating the public's interest in Neft, Gaz i Pravo for years. We have employed the same principles in the RusEnergyLaw Journal.

RusEnergyLaw Journal will capture and explain the salient issues facing new and current investors, participants and projects in these sectors. We trust our new project will elicit your interest and contribute to your legal and investment decisions.
