Dear Colleagues,

I am proud to announce the re- sults of the annual "RusEnergy- Law Week-2004" conference bring- ing together lawyers and profes- sionals expert in the field of energy and mining law, which took place in Moscow this past Novem- ber 9-12. This year’s "Rus- EnergyLaw Week" brought together more than 300 attorneys, ac- countants, economists, and other professionals, as well as high level government officials from Russia and CIS countries to discuss pro- blems of a practical and theoretical nature which our industry now faces. The professional conference and workshops were organized by the Russian Union of Lawyers, Nestor Academic Publishers LLC, and RusEnergyLaw Journal with support of the Industry and Energy of the Russian Federation, Ministry of Natural Resources of the RF, Ministry of Economic Development and Trade of the RF, Ministry of Finance of the RF, Federal As- sembly, RF Supreme Arbitration Court, Federal Antimonopoly Ser- vice, Russian Union of Indust- rialists and Entrepreneurs, Russian Chamber of Commerce and In- dustry, International Institute of Energy Policy and Diplomacy MGIMO University of the Ministry of Foreign Affairs of the RF. It is indeed with the utmost pleasure that I offer my sincerest appre- ciation to all of these organizations and the respective individuals representing them without whose support "RusEnergyLaw Week-2004" would not have taken place.

The training sessions attracted top lawyers, government decisionma- kers, and scientists from around Russia to talk about the most pressing issues facing the energy and mining sectors in Russia and the CIS. The working sessions presented and opened discussion on new legislative proposals which was designed to consider the economic impact and suitability of such legislation on the pertinent country's energy industry under current conditions. The most salient topics at the conference included: Strategic Overview of the Russian/CIS Energy Sector; New Legislation on the Subsurface; Re- forms in Russian Gas & Electricity Sectors; Tax & Tariff Changes in Russian Petroleum Industry; Foreign Investments in CIS Oil & Gas Projects; and International Dispute Resolution Issues.

All the participants of "RusEnergy- Law Week-2004" enjoyed the uni- que opportunity to hear high-profile speakers, network with leading oil and gas, legal and accounting companies and RF government officials, and take part in live discussions with government and industry participants alike with a view to developing a wise energy policy for Russian and the CIS.
