Dear Colleagues,

The current issue of "Russian / CIS Energy & Mining Law Journal" presents an overview of newly adopted governmental acts in the oil & gas sectors of Russia, Ka- zakhstan and other CIS member states. It also summarizes the legal and economic trends in the year 2005. In this issue Gawdat Bahgat of Indiana University of Pennsylvania examines American, European, Russian, and Chinese energy interests in the Caspian Sea and Central Asia.

Jonathan Hines, Aset Shyngyssov and Aliya Mack of LeBoeuf, Lamb, Greene & MacRae discuss how amendments to Kazakhstan’s Subsoil Law, Petroleum Law and National Security Law are designed to tighten state control over investors’ direct/indirect sale or other assignment of contract rights. Gerard Anderson and Olga Pivovarova of Ernst & Young review how Kazakhstan has developed into the upstream tax regime it is today and offer some thoughts on where it may be heading in the  future. Shane DeBeer of Chadbourne & Parke talks about oilfield services in Russia.

Yury Bobylev of Institute for the Economy in Transition analyzes trends and perspectives of Russian oil and gas sector. Anna Brown of Cleveland State University obser- ves prospects Russia’s renewable energy market. Robert McGee of Barry University discusses financial reporting in the Russian energy sector and makes some comparisons between Russian and non-Russian companies.

The issue also contains legal updates on such important aspects of Russian legal regulation as the adoption of the classification of oil and gas deposits and the amending of the RF Federal Law "On Joint Stock Companies". The RF Ministry of Natural Resources defined the categories of oil and gas deposits on the basis of their economic effectiveness, state of geological investigation and level of industrial development. Amendments to the Federal Law "On Joint Stock Companies" expand the list of transactions which should not be deemed interested party transactions, and also establish a consolidation procedure to squeeze out minority shareholders.
